NOTE: A signature below the frame liner, lower left, appears to be Tasso, but the painting has not been removed from the frame. The registration stamp verso is presumed to be evidence of the granting of an export license. If that is the case, it might suggest a work of some importance.
Attributed to Modernist artist Tasso Marchini 1907-1936 who was born in Belgrade of an Italian father. He studied at the School of Fine Arts in Cluj, Romania and most of his work was in that country. He died of tuberculous 19 October 1936 in Arco, Trentino, Northern Italy. See: Tasso Marchini, Wikipedia.
My opinion, after limited research, is that this is indeed a work by Tasso Marchini. I have found only one sale record for the artist – Poplars on the Seaside, Balchik, 1935 which realized 17,000 EUR at auction.
